My laptop cpu runs at 95c and gpu at 83c when I am doing light loads, it turns off the fans I think. I am not thermal throttled, but would running at those temps dry out the thermal paste or damage something? I can manually override the fans but then it's not dynamically controlling speeds anymore, running at full load speeds at all times.

Failing that, lock the monitor to 60 Hz using the driver and then enable Nvidia's Fast Sync. Single core performance, fast internal storage, and gpu are important. Basically I want the best gaming PC. PCPartPicker is missing less expensive items I can pickup locally so just using to communicate the parts list. I would like Asus/Strix all around since that's what I've always used. I have a couple concerns that effect my motherboard choice.
1) Is there a mobo that can do 2x m2 pcie5x4 and still have pcie5x16 for gpu or is that a cpu limitation?
2) Can I use the lower pcie slot for 10gbe? Are the usb4 to 10gbe adapters for $200 viable? I would rather have pcie but guess I don't care, just want 10gbe rj45.
3) Can I use the 4x 6gbps sata slots without major impunity? 4x 16-24tb in raid10, whatever the budget allows. I really only need 32tb.
3a) If the storage causes too much issues I'll just do 1 ssd and use my server for storage, which will be doing storage and backups anyways, was just hoping to have a local copy too along with raid performance gains.
Minor thoughts: I am hoping to do 1000w max so my entire desk can be on 1 circuit. I might do 1200w depending on how many drives I have in the end.
Hopefully the 9950X3d will be out, if not it will likely be my first upgrade.

Check the specs on the ASUS ProArt motherboard, these usually have the better PCIe & 10Gb Network configurations.
You need to revise that memory kit because AMD DDR5-compatible CPUs don't have the memory controllers to run 6800MT/s 2x48GB memory kits at 1:1 memory controller frequency-to-memory clock speeds.
Unsynching that ratio will cause performance degradation unless you overclock the memory clock speeds high enough to offset the penalty (near 8000MT/s).
That type of memory overclocking will not happen on a dual rank memory module like the DDR5 48GB sticks.

If you just want a simple kit that works with EXPO, get this kit that was validated to run on AM5 by Corsair.

It's a 6000MT/s, 2x 48GB kit. You need to trade memory OC potential if you're getting capacities beyond 2x16 or 2x24GB kits.

The cpu is rated for 2x2R DDR5-5600 so I would think to get that for a match and OC from there?
