He's talking about a fixed figure but marketing in the movie industry are either capped with % of a revenue target or a % of the production budget. this % varies from distributor to distributor, some cap it at 50% others at 25 or sometimes even 5%
So movies with a higher budget naturally have a higher marketing budget provided for them, while lower budget films have a lower marketing budget.
Blumhouse go all in on the low budget and you rarely see any wide spread marketing done for them other than some trailers and posters so it's most likely closer to the 25% cap
The theater cut here is wrong as well, first week you probably see something like a 60:40 cut. 60 for the distributor and 40 for the theater, but then, the longer the film stays in theaters, their cut grows giving the distributor less. Am watching Phantom of the Opera (1943) and didn't have high expectation but this is based so far. It's full of vibrant colors and really beautiful. I don't think I've seen a bad Phantom adaptation yet.

Cube (1997) and Candyman (1992) are the only horror movies I can think of with a nig villain although Candyman loses points because they made his origin story that he was a poor slave who got lynched by a white mob for blacking his owner's daughter and he wasn't even a nog in the original short story.

Escape from New York is another one although that's not a horror movie but it was made by a horror director.
