benchmarks aint out so the reality hasn't set in yet. For gaming, the 4090 is dead and 50x0 is king. For blender, AI, other productivity nonsense its probably 'ok' I guess. That CPU will boost hard to accelerate Windows start-up. I would say it's normal if the temperature dips lower after 2~3 minutes.
You need to make a few adjustments in the BIOS to trim some of the excess CPU core voltage.
Make sure the motherboard BIOS is updated to the one with the latest microcode (0x12B).

They need to offer a longer warranty i do not trust a 720+ mm2 chip to not snap its microscopic connections to the pcb via thermal expansion and repeated heat cycling. Remember that this issue becomes exponentially more relevant the larger a die is. And this is the biggest die ever by a lot. Did they figure out some kind of magic trick in packaging to mitigate the stress caused by this effect or is it still a ticking time bomb until we finally get MCM gpus that will have small enough dies to make it a non-issue again?

No, it's encouraged by Intel and board partners to update the CPU microcode to 0x12B.
Intel reps will ask you to update the BIOS if you have any issues with the processor.
Intel extended the warranty for the boxed SKUs of these CPUs to five years.
But you bought a prebuilt, so it's on your system builder to work with you if shit hits the fan.

If you know your motherboard model, go to its official support page and make a note of the BIOS version that has the 0x12B microcode.
Enter the system BIOS afterwards and the main menu will disclose the installed BIOS version.
If it was a good system builder, your board should have the latest/safest BIOS pre-installed.

Start with those components I mentioned.

Drop the chipset to B650/850 and winnow it down to what you need. For a basic gaming rig $150 should be as much as you need to get all the standard functionality.

750W Gold ATX 3.X would be plenty. This PC will pull under 500W while gaming. Again, overkill is good here if low noise is a design target.

32GB is still plenty for pure gaming. 6000C30 is a good spec.

the idea I'm having is that I'd run the benchmark first with my current FanControl setup, and then a second time with all my fans set to 100%, allowing me to compare the CPU's performance in both scenarios to see if my fan curves cause throttling or not

Alternatively, a quick and dirty way would be to monitor your PPT/TDC/EDC under heavy steady state load. The flow-through part is somewhat obstructed, but the suction from the first CPU fan could make up for it. Most of the the airflow is exhausted to the sides and the rear in the first place, flow-through sections on GPU coolers are somewhat new and don't contribute THAT much to the overall performance.

Gonna slap this 100x100x50mm copper heatsink on the backside of the motherboard, under the CPU socket. Gonna use 3mm thermal pads (Gelid Ultimate 15W/mK) inbetween the heatsink and the motherboard.

Hopefully this will drop my temps a little bit. I did something similar on my GPU before and it worked great.

People probably didn't respond because you didn't even provide your CPU. Also is there no way you can just undervolt within BIOS on your laptop? Undervolting/Overclocking through OS based software is usually not recommended. Either way, download and run Core Cycler w/ Prime 95 (Prime 95 is included in the install, along with some other tests) set to SSE (preferably AVX512 if your CPU supports it, something we would know if you told us)

Set Runtimepercore to 60m
And fft size to "All"
Also set it to 2 threads not 1

You'll also want to set it to run your cores sequentially, starting with the most preferred cores (i.e. the "best" cores that would theoretically take less of an undervolt before crashing / throwing instability errors) You can see in the CPU section of HW Info how your cores are ranked in terms of preference, as pic related shows. So my sequence order was 0, 2, 1, 3, 5, 4, 6, 7

This will stress test each core for one hour. It's good for detecting instability issues with an undervolt, because a single core load is going to boost higher than a multicore test and will show if you shit is unstable or not when it's running as fast as it can.

If you pass this test, you can stress some multi core loads with various instruction sets (SSE, AVX512, AVX2, AVX) using software like Prime 95, OCCT or Y-Cruncher. Y-Cruncher is probably the most intensive. You'll have to DYOR on what sort of parameters you should set for ideal testing.

Stability testing a dynamic undervolt is difficult because it's often low/transient loads that get you. The boost algo is pretty safe when the CPU is thrashing (normal stability tests like P95) but can get caught out in marginal conditions.
What you need is a repeatable low/mixed load like a GPU-bound game benchmark or browser speed test. I saw a guy on R*ddit recommend the Windows Startup Repair but triggering it is a PITA so only advised if you want to be super sure (though in that case don't UV).
Of course you also need to run a proper stress test. P95, OCCT, Linpack, etc. Pick one and run it until you're satisfied.

My laptop is rather old with a i7-10750h and rtx 2070, got it for cheap at sale a year ago. It's completely locked in the bios, only really possible to underclock in OS. I am putting it at -75mv for now, cinebench torture test didn't crash after 10 minutes. If anyone has idea about this generation of cpu then it would be appreciated.
And as for the gpu, how to test that? I running 100mhz on the core and 300mhz on the memory using MSI afterburner.

DDR5 JEDEC memory latency is at around 90ns on a 4-DIMM slot board, a common Hynix XMP profile reduces it to the 70s.

You need to babysit (undervolt + power limit) the 3090 or it has a higher chance of randomly dying.
Use a search engine and look for "dead 3090", you will get fairly recent incidents.
NVIDIA's minimum required power delivery component specifications weren't high enough.
There are cards with reference-grade VRMs that can't handle transient current spikes.
That is how the DrMOS ICs are dying.
