I have heard this before. That we choose the world, country, family, and so on. I haven't verified, and opinions vary on the level of selectivity. But it is plausible. However, I still doubt that the difference in soul condition is so stark and uniform across races. Had Jesus been born as a native American instead of a Nazarene I think he would still have been an exalted personality due to his great advancement.
Perhaps then, what you see is not quite the soul condition, but rather the nature of the soul that determines the race that the soul is likely to pick at incarnation.
