There was basically a whole campaign to push Lucario as the hot new thing.
It got a dedicated movie "Lucario and the Mystery of Mew", it was the top rank in Pokémon Mystery Dungeon Rescue Team Red/Blue, and one of few gen IV Pokémon depicted in a gen III game alongside stuff like Mime Jr.m Bonsly and Weavile (also in the movie).

In Diamond and Pearl itself, there's three major trainers that use a Lucario on their team, one of which gives you a Riolu egg which is the only way to obtain it, and the other two being a gym leader and the regional champion.

Lucario in the movie and Brawl is also voiced by Sean Schemmel, who's famous for voicing Goku.
It's a funny link because they both use the idea of hadou / ki blasts, which Street Fighter also does.
To the point that in a Pokkén Tournament trailer, they kinda recreate the Super Street Fighter II intro with Mega Lucario charging up a hadou attack.
