It was finished with patch 1.63 - at least as far as they're going to finish it.
Do not upgrade to patch 2.0 - it sucks and fucks alot of shit up, even brings back lots of bugs that still aren't fixed in the latest 2.2 patch.
Phantom Liberty is unironically not worth downgrading the whole game to 2.0.

Playing it with mostly no mods, just a few QOL stuff and it's pretty good. Still occasional bugs here and there but perfectly playable.
New update just dropped with DLSS4 and new transformer models for that and framegen so now is a good time to get it, mods not gonna work for a while though so may as well start vanilla PT for now.
