For me, it's the Vanarama National League North

It's mad how imbalanced towards the south the 6th tier is, to the point Oxford City are in the 24 most northern teams and have to play Darlington home and away.
I know the south has a much higher population but I actually think it's because, down to the history of the game, there's actually a lot of northern towns that punch above their weight and have EFL or National League clubs.
It is a problem though, for example last season Bishop's Stortford FC came up from winning the 7th tier Isthmian League Premier, and despite being 22 miles north of London had to be placed in the National League North. They protested and then basically gave up, being relegated back to the Southern League Premier Central.

in croatia nobody cares about bottom 5 teams in the first league besides like 50 people with basically nobody watching the second league

Most of the players are from the village or at least the region, and the viewers almost all know each other as well. We once were more than 500 (in total, with opponents) for a derby against the neighboring village. It’s always comfy and the atmosphere can get really intense. We aren’t really „fans“ of the club in the sense of people being fans of big clubs, it’s much more personal. We all like our regional pro club as well, it’s no contradiction.
If we can kind of give a fuck about village teams, so can you. And that English league is obviously comparatively much higher, I’m sure Scunthorpe has many fans. It doesn’t have to be hyper-elite football

We do in a sense, every village has a football pitch and a team, but there is not much of local-patriotism i guess? like there is a club that plays in the first league from my region but nobody supports them in my city its just either dinamo or hajduk (the 2 biggest clubs)

As far as I know only Britain and Germany have this level of passion for lower league teams. It's very soulful
here when you go down to the third tier there are already several teams with an average attendance of less than a thousand. People prefer to root for the big teams instead of their local teams, and some even deride those who choose to root for smaller teams.

There are also clubs that are a bit of a novelty, such as FC United who were founded by Manchester United fans protesting the Glazers and who get ~1,500 at their games. And there are lots of old professional teams here which in the past could get 20k+ people in a stadium but nowadays struggle to get past a thousand. People literally live thousand of kilometers away from Rio or São Paulo yet still choose to root for teams of these states. They might never even see the team playing live, but they still don't even give a chance to their local clubs.
Doesn't help that the small teams are consistently fucked and almost always drowning in debt. But I do wish people here had more pride in their local teams. Attendances have been slowly ticking upwards in the last few years but it's still very grim, something not helped by the fact that several new money teams with little history or local appeal have found success in recent years
