The current stage of the universe's evolution is more hospitable to life. I wouldn't call it fine tuned since life appears to be rare and took billions of years to emerge and become complex.

With a sample size of 1 it's kind of hard to say.
But you've also gotta remember that we wouldn't be around to observe a universe that isn't at least physically capable of producing life.
