Had a fucked up sci-fi dystopia idea. As gene therapy becomes a thing, is it possible you could forcibly give someone an extra chromosome and make them a downie?

Gene therapy only really works if you either make an embryo undergo gene therapy before it develops or where the gene in question has been inactive and now just so happens to become active, for example in the case of some tumors.
It makes zero sense to let downies undergo gene therapy when they have already developed in accordance with having a third chromosome. And if you simply copied some chromosome in people, it would likely cause cascade-type failure of body functions.

Gene therapy is the solution to dysgenics. Free market genetic engineering provides the means to fight dysgenic selection pressures, while allowing natural selection to drive the means in the correct direction.

For what purpose OP? Having Down Syndrome is no longer a negative in modern society. They are granted university degrees and it's just a matter of time before they are given leadership roles in corporations and government. We already have a legitimately brain damaged Senator in Congress. And not brain damaged meaning his political views don't align with mine but actual, real medical brain damage.
