Is backcountry skiing allowed on the east coast or will a tree hugger janny come hunt me down?

On public land, yes. As long as you aren't like skiing through grazing allotments or fences.
I know people do it on the slopes of Mount Porte Crayon in West Virginia. They were going to make it a ski resort (the nearby hills have two actual ski resorts), but didn't, so it is public land and obviously ungroomed but I saw a youtube video where they climb up on skis and then ski down. It can be done if you have interest.
It's one of the steepest slopes around.

In the eastern woods nobody knows or cares what you're doing.

The general lack of snow makes it suck. Generally there is never a deep enough snowpack to sufficiently bury everything on the forest floors.
