Latinos belong to Mars. Because they are in the Solar Plexus which is ruled by Mars (but is the exaltation of the Sun in Aries). The male bravado culture, violence and sex obsession are because of Mars.

Blacks belong to Saturn. Because they are in the root chakra. And Saturn rules over the black color, and the poor, and people in survival living.
