At what point and place did it start becoming safe to be openly gay in Europe?

Depends on what you mean by “safe”. Safe from being beaten to death? Probably the 1920s. Safe from being completely ostracized by straight society? Probably the 1960s.

When they thought a dude with no wife or gf hanging out 24/7 with a dozen other dudes with no wives or gfs, washing each other, was based

Several times
Roman occupied Europe - Rise of Christianity (4th-5th century)
Post Black Death (14th century) - Protestant Reformation/mass print media (16th century)
Post-Puritan phase (late 1600’s) - elites adopt enlightenment (1760’s)
Only in places of higher education (1760’s - 1910’s)
Openly practiced flapper party era (1920’s)
Relaxed social norms (1960’s) - the present

In most of Europe it still isn’t.
No idea where Americans get the idea that Europe is basically just Reddit: the country. It’s a continent of many countries of varying cultures, economic levels and political systems. It’s not all just wholesome chungus woke SocDem land.

Americans will call Western, Central, and Northern Europe "Europe" as a shorthand and consider Eastern Europe its own thing (btw western/nothern/central Europe is "Reddit: The Continent")

Even still in most of those countries outside of capital cities people fucking hate fags. Even consider that the average Frenchman under 40, probably the original Reddit: the country, is now some kind of Afro-Arab with third world instincts.
Benelux and Scandinavia are still like that though. Not sure about Germany but maybe.

It doesn’t make sense to consider Afro-Arabs in Europe to be “Europe.” When one says “Europe” everyone knows you mean “European peoples and cultures.” Afro-Asians in Europe are just an extension of Afro-Arabia regardless of if they physically inhabit Europe. They are an island of Afro-Arabia in Europe, not Europe.
Europe will always mean Europeans to the people who lived during a time when that’s exactly what it meant, which is most people alive today outside of anti-White ideologues who LARP otherwise and possibly some unfortunate indoctrinated zoomers and gen-alphas who aren’t given a chance to know any better. Who knows, maybe in 100 years Europe will have successfully degenerated into a civil identity where anyone regardless of race and ethnicity is European and therefore “Europe” but even today when 99% of people think of Europe they think of British, Swedes, Germans, Dutch, Italians , Poles, etc and they think those are ethnic groups and not mere civil-national identities . They don’t think of Arabs, Nafris, Turks, Jeets who live in Europe’s capital cities in their weird ethnic ghettos and pray on the floors like dogs every day facing east.
So is Europe safe for gays? Meaning “Europeans, and how they treat gays” not “How Nafri rapefugees who live in Paris would treat a homosexual if they came across one.”

Okay so basically Europe is safe for gays but only if you stick to the parts where people aren’t niggers or bydlo trash, which is actually a rather small portion of the continent.

Safe? It's all a facade. You think just because they wave rainbow flags, it’s all good? Look around. Bigots are lurking everywhere, waiting to pounce. Openly gay? More like openly targeted. Europe’s just a high-tech cage with a pretty wrapper. Don’t be naive. The struggle is eternal, we need more gay rights.
