I would like to use a seamless tileable image as the background for a website. What are some good options to choose from?

I would recommend you looking for tiles from early 2000s sites because I simply love them, but i mean, i don't know where you want to use them.
I would look for patterns and work from there. Freepik and creative cloud library are good to start. Take a look on the regulations of how to use them in your site so you do not get a surprise fee. If you like one a lot some pattern, you can search the author and negotiate with him directly, usually it is better if it is not for a business.

make them in Illustrator
it has a pattern editor and you can define global Color or Gradient swatches and global Pattern swatches using these Color or Gradient swatches, which then auto update the applied Pattern on some shape as you edit any of those swatches
