Part of it is that these posters are directly emulating old communist propaganda posters even down to the "Forward" caption...and those kinds of propaganda efforts rely on an illusion of being a grass roots "of the people" effort motivated by altruism.
Whether or not a pro designs them (or gets paid) they can't look too slick or truly professional; attacking any merit based judgments about the poor quality of the work or artists motivation for doing them is a feature, not a bug.
In that sense it's a lot like using children's artwork, singing, etc. in advertising- people who are mindless child worshiping drones will respond as instructed, and anyone who judges the quality can be attacked as "haters".

If quality imagery was the goal, there's far better ways to achieve it than by using ancient low cost posterization techniques, but that isn't the goal at all...its all about triggering people into feeling like they are revolutionary underdogs who don't need or care about anything else because that makes them virtuous.
