I think the machines to print them cost alot.
In south africa we have 1 sole machine that's been in services for like 2 decades that regularly breaks down.
The card machine costs R334 million. But just all the bureaucracy behind getting the tender awarded costs more than the machine lol.

I still don't get why they didn't just make it a digital card you put in Google Wallet or Apple Wallet, it would've been easy as shit. Just tapping your phone or watch to get on and off is better than having to remember that fucking card every time.

In Australia all these lucrative government projects get given without tender to someone's underqualified mate who then gets overpaid to do a shit job, costing the taxpayers millions and resulting in half assed garbage like Myki. Every public project is just another opportunity to make someone rich and earn favours.
