The important thing is that you'll have a choice. Once the initial novelty wears off, doubt very many people switch to incandescent bulbs permanently. If nothing else, hopefully it drives the bottom end of the LED market out of business. That's where most of the trouble comes from.

High frequency flicker throws some people off. The colour can be pretty bad with metamerism. Proper LEDs are expensive and typically can't get them in any kind of light bulb they typically require dual blue LEDs at minimum even even if it's a 3200K light

Incandescent bulb is dirt cheap, thus its perfect for shit like construction where you can't have nice things because it would get covered with paint, broken, etc.
Incandescent bulb can be used for heating (seen those food maintainers at your favourite maccas?)
Incandescent bulb is the cheapest power resistor you can get - good for diagnosing and fixing switch mode PSUs (anything from ATX PSU to welding inverters)
Incandescent bulb is heat resistant thus it can be used in the ovens (protip for EU fags: this is how you get proper lightbulb instead of semiconductor garbage)

Choice is good. Let consumer choose what he needs. No need for efficiency standards, especially since most people will continue buying LEDs. I pay for electricity, not the government. If I choose to use 100W heaters instead of 200lm/w LEDs, so be it.
