The current primary step to remove is the human folding of clothes, and current agential robotics are getting good enough at least in lab that it's starting to be plausible for home use, albeit in the luxury market only. This is what I think it's likely to look like in practice

Users will purchase a basket from a manufacturer with several arms and a previsualization stage and postfolding stage, something like pic related.

You will hook up to visual sensors to do a combination of spot treatment and machine insertion and retrieval, then fold final garments in a pre-defined stack. Clothing will then be stored in the clothin basin after folding until the basin is full, at which point the user empties the basin before the robot continues.

There are other things you could do, such as using a heat exchanger to keep the rinse temperatures high. That way you dissolve and fluch out a lot more of the dirt. You could try this yourself: let the water from the last rince cycle go into a bucket and just look at this. Do you think it looks clean? Or is it even remotely drinkable? Definitely not.
Another issue is the detergents. You get one detergent to handle all kinds of dirt. It might be more useful with different detergents for the first and the second cycle. After all, removing proteins is very different from removing fat.

Another solution that has been tried, is to cycle the water continuously through a reverse osmosis filter. It turns out this is so effective you don't even need a detergent. I am a bit sceptical about bacteria, but combining this with a hot cycle would work well. This also gets rid of the microplastic problem people are talkign about. Of course, strictly speaking, there is very little microplastic from clothing compared to road dirt, the only real difference is that the government wants to shipt all burdens to the public. I just pour the water into my compost heap and let the bacteria and fungus digest the fibers.

There are even more radical solutions such as "Fog Gun" invented by Buckminster Fuller. The invention is old, nearly 100 years, it is known to work but it is still not in use. As is often the case with technology, stagnation sets in quickly and is maintained until one guy comes along and upsets everything.

Modern washing machines don't clean properly because they don't use any water. Bacteria and mold also builds up inside the machine since it does not use water. It just slightly dampens the clothes. You have to run 90C service washes constantly to keep the thing even remotely clean, in the end it uses more energy than if it just cleaned the clothes properly in the first place.

There are extra rinse options or more water options with some of them. Mine works just fine and gets them soaked, the extra rinse does help. Baking soda also aids in the cleaning process if you are having issues with stains sticking.
